Combining 2 hives

I decided to combine two hives, one of which I found out was queen less. This is the first time I have done this and I was wondering if what I am seeing was normal? I have seen many bees flying around the new box and trying to get into the box by getting up under the lid.
Here is what I did: Removed the inner cover and top cover of the #2 hive (one with the queen), placed newspaper over the top of the box and poked a few small holes in it. Used the tip of a ball point pen to poke the holes. Placed the box with the bees from the #1 hive (queenless) on top of the newspaper and replaced the inner cover and top cover.

You did it right! They'll have that newspaper out of there in about a week. In a day or two they'll all be one happy family.
