they are just cooling off. When they swarm they come from the inside like someone just turned on a bee faucet. Its really very cool to be the middle of it when it happens

Jay- It looks like they are in one deep box. If so, they are probably crowded. If it is warm and a strong colony, they will get out of the box, and beard, to help keep the colony cooled down.

one of mine acted like that that last week- upon inspection there were no swarm cells in the hive...not sure what that's worth to ya..

That is a lot of bees for that nuc, how long have you been feeding? how much space do they have, I dont know what your winter is like, but I would think of moving them to a full size hive
From the box size in the photo they seem to be crowded and need more room! But then again it just might be the temp in your area! Its one or the other or both!!! Good Luck!
I watched two swarms issue this spring. Neither of them did that. Also saw a swarm that went out of the hive, swirled around, then went back in.
