Default New Package making queen cells?

It has been about 5 days since we installed a two 3# packs.
    We did our first inspections.
Hive 1 looked really good. Plenty of comb coming out and eggs already in some cells. Pollen, syrup. Saw the queen.

Hive 2 saw the queen. Comb seems to be coming out a little slower but ok.
    Pollen, syrup.
4 queen cells waiting to be capped. 1 cell has 2 eggs ans one has one.
There did not appear to be eggs anywhere else.
I do think maybe the queen had taken longer to get out of the cage. Hive one's candy was gone while hive two's cage had two dead attendants and a lot of candy still in it.

Afraid we opened both hives up twice to compare and re-check things.
We didn't use any smoke since we figured there would not be much for them to gorge on anyway.
    Went well I think.

Hive 1 did have a lot of extra comb from where the queen cage was. I only had the gumption to remove on piece that wasn't firmly attached to the foundation?

failed queen... this package needs a new queen and fairly fast. I would not have much faith in the queen cells in this unit either.

I didnt take the time to read everyones answers....

Package bees will often make queen cells even if the queen is 100% accepted and laying. I always check my packages after about a week to make sure the queen is laying and remove queen cells. If the queen is not present then you can intro a caged queen, a ripe cell, or let them raise a queen from the cells.
