supersedure cells?

Hi all,
My 10 day old hive (4 lb. package of Russians in two 11 (reduced) frame mediums, with drawn 5.1 comb and a hive top feeder) now has 2 queen cells (with eggs) in the upper box. I think they are supercedure cells from what I read somewhere, because they are at the middle and top of the frames, not hanging from the bottom.
I thought the queen wasn't doing very well, because the egg laying pattern is spotty and rather sparse.
Am I correct? If so, any ideas what to do?
