David Hackenberg on 60 Minutes

I know the 60 Minutes he was on is over a year old. But I have it on my tivo and was watching it the other night for the 100th time. Here's my question.

Why does he have pvc elbows coming out of the top cover for? I searched around and saw nothing one this. But he only had it on like 4 of them. The ones he was checking. Just wondering.
