Switching Full & Empty Supers

It looks like we finally have a flow going here. I have two medium honey supers on each hive. Currently I have one full super and they just started putting nectar in the second. The second supers are only partially drawn.

Does it make sense to switch supers around - put the empty super on top of the brood chamber and move the full super up on top?

thats how I do it if there is undrawn comb in the super
