Not sure I understand your question you are wanting the bees to move what they already stored into cut comb honey sections. If this is the case it wont happen. Once it is where they put it in the summer it is there to stay until they need it. They will either consume it where its at. You can harvest it, Or in the fall they will move some of it down into the brood nest getting ready for winter
Take the frames out and put them on "your" front porch and they will rob them. Not sure what your question is either. But if you want them to rob them this will work.
If you are trying to get them to draw foundation, it will not work at this time of the year.
Don't rush the bees too much. Be patience and leave it for them, next year you will have a much better year.
