Other than requeening, how do you strengthen a hive? I am not sure if I should switch positions with my strongest hive. That is a lot of work, and I don't want to weaken it or should I give it a frame or two of brood.

The easiest is to place brood from another hive in to the weak hive. Ask yourself why is the hive weak? Disease, poor queen, Varroa, or trachael mites, or even SHB.
If you put brood into the weak hive and it dwindles down again you need to re-evaluate to figure out why. It may be as simple as requeening.
