I expect my new bees soon and want to know if the 4.9 foundation for the first shakedown should be wired or not? my bees are coming from 5.4 foundation so I figure at least 1 more shakedown.

Yes they should be wired. Or at the least one should use support pins as new combs can break easily if handled wrong.

Yes, wiring is best. You really need to keep the foundation straight and from sagging.
By doing this, you will have less transition cells built where there are waves in sagging wax.
Also when mounting the wires, or even if pinning, try to keep the lines of cells horizontal.
To far off horizontal which can give rise to diagonal rows with the mounted foundation, can cause the bees to build drone cells instead of worker cells. So watch the mounting of your combs for straightness of rows horizontally across the frames.
