Has the exact regulations for the state of Indiana. I can't see where there was a permit required unless you are transporting them into the state from out of state, or you are transporting "beekeeping elements contaning pests or pathogens".
I am waiting for a reply to several questions I have directed to our (Indiana) state inspector.

"No limit to the number of hives".
"Periodic inspections are not required".
"No fee for apiary inspections".
