Slatted Bottom Rack

I would like to make a slatted rack from the plans from this site. The plans show a space of 3/16" from the top of the slats to the top of the rack. Since my frames are even with the bottom of the super, do I need to increase this 3/16" to 3/8 (for bee space)?

You can increase the space, not so much for "bee space" but to keep the bees from glueing the frames to the rack.
