I wouldl ike to know if the bees can use this to make cells/combs? Or is it only for them to feed on? Thanks.

Pollen is just for making brood and to fatten the just emerged bees a bit and may play a little bit into building fat bodies for winter. Combs are made from sugar converted to wax, not pollen. Bees basically can live for long periods without any pollen. They can draw combs without pollen, but they can't rear brood without it.

Substitute is just a low quality substandard imitation of pollen. I provides enough protien that the bees can rear some brood, but studies show the brood won't live as long as with real pollen.
