Runny bees tend to spill over the sides of the box too.I dont encounter these too often,but have noticed the trait more in the darker strains.Some buckfasts I once had were the worst.Smoke makes it worse,so you might as well close up the hive once the bees start runnning.

It's true there is probably no real enforcement if you wanted to keep a hive in a skep for fun. Certainly not here in Nebraska since there are no inspections unless you PAY for them and no inspectors that work for the state (they contract out for paid inspections).
