It is not a good idea to leave anything above an excluder over the winter. The bees could leave her behind.
Yes MountainCamp is right. In the winter as the bees cluster they move to where the honey is. Generaly they move up as the honey is consumed. If they come to an excluder the cluster passes through, but the queen will be left behind.
