I'm a little confused. I read about providing a drilled hole in the top super to provide ventilation. Does'nt the notch in the frame of the inner cover do the same thing.

Yes. Some don't like notches in the inner cover some do. Just a choice one has to make. I personally don't like holes in my boxes.
