    Sad

    the hive has been unproductive since the beginning (may). still has not drawn out 10 whole frames. doesnt seem like much laying is happening- what's there is patchy. been feeding syrup...added frame of bees from another hive still no good start. do i add a new queen now? what to do next?

    A good queen is key. If they have had patchy brood and you've been feeding and they never built up, yes, I'd get a queen. SOON. I'm surprised they haven't superceded her.
