The question isn't so much if there's a dead queen but is there a live queen. Have you looked for eggs? Small larvae? Queen cells? Is this a new package? Maybe there was a virgin queen in the package and they accapted her and killed the one in the cage or when the one in the cage got released they killed her? Or is it this an established hive?

Why do you think the queen is dead?

IF the there is not queen, and IF there are no queen cells or young larvae then, yes, I would order a queen pronto, or (if you have it) give them a frame with some eggs on it so they can remedy the problem themselves.
