Food Grade Mineral Oil

I know there is a forum devoted to FGMO for mite control but from a novices' point of view, could someone explain to me exactly what the procedure would be and where one would get the oil. It also appears that some people are spreading the oil on tops of frames and another method is soaking cords and placing them somewhere in the hive.
If anyone could speak in terms a newbee can understand I'd appreciate it very much.
