I wouldn't medicate until there is evidence of disease. That said, you then must be able to identify evidence of disease. Read, study, and confer with others so you develop the ability to quickly and surely identify disease when it first presents and treat then.

I have my packages ordered for late April. I bought my NewZeland packages for $120CND, a bit more than last year.... Hope the willows and dandelions will be out by then. About one or two weeks after packaging, I breefly check for brood. If brood is present, I medicate as follows. One strip of Apistan in the centre of the bee cluster, dust Oxytet/Icing sugar around the frame bars ends, and scoop lard/sugar mix off centred the bee cluster. 1:1 sugar surip fed in a division board and a protien patty would of been given at time of hiving (very important).
