when to add first honey super

hi there,
about 7 frames in my upper deep are filled with honey. At what point is it best to add my first super? Should I wait until all 10 frames are full? Thanks!

I read that it is good to add a honey super when the lower box is 70% full.

Yes. At 7 frames or 70% you should start adding. It keeps the bees moving up into the hive and from filling the brood box with honey.
