Here's what I would do.
Take a frame of brood almost capped, a frame of feed from your good hive. Put the new queen in it. Put them in a nuc/ hive and place it on the hive stand of ur problem hive....

Yes I'm pretty sure, because they are starting queen cells( 3 ) I will remove them next time they were too small yesterday. It's a 4 frame nuc I'm confident that I checked it thoroughly.
