If you do enough cut outs one will occasionally go bad. If you know you have the queen, keep her in the new box with an excluder. Don't fret the bad ones - learn and improve.

If you are the one holding the box you should also be the one with your finger on the nail gun trigger. Or at least explain that roles could quickly be reversed.

I suggest giving the package bees 7-8 frames of drawn comb and leaving 2-3 frames in your bait hive. Package will build up quicker and bait hive will still be very attractive for a swarm.
