    2-1 Sugar Syrup

    If a 1-1 recipe for sugar syrup calls for 1 4lb bag of sugar and 3 qts. of water, wouldn't 2-1 call for 2 bags (4lb bags) of sugar to the same 3 qts. of water? Or am I completely missing something?
