    I'm no expert, but all those small pinholes in your capped brood suggests a serious mite problem. I would start there.

    Just my take, but my bees have enough to worry about without me dousing them with sugar syrup. Not to mention, cold wet bees are dead bees. It seems that it could do more harm than good.
