It's called a top feeder. The area that is exposed to moisture should be coated with either bees wax or parafin (can be found at the grocery store in the canning section).

Ok, so here are some observations from a 1st year beek.
1. Hived my first package on May 9th, what a rush! Just glad no neighbors were home.

I would suggest doing a full inspection on your hive, that might be the best way to figure what's going on, check for the queen, brood, etc.

From what I can see the hive doesn't look that strong, how old is it? Are you sure that your queen is still in there?
They're trying to decide who has to clean all the poop of the front of the hive. It could also be the start of bearding if it's warm in the hive.
First thing I would do is inspect the hive that is giving you problems, make sure that you don't have a death critter inside, queenless, brood pattern, space, etc. Having a second hive is great...
