I believe what happens is the bees prefer to work up instead of out so putting supers on early menas they will not fill out the supers all the way to the outside.
In my limited experience, even if they are africanized can you not just send mated queens there and requeen? That might be the easiest and they should be able to inspect for the ailments that the USA...
