I would'nt sweat it. Is there an egg or larvae in the cell? Mine sometimes make the cells and do nothing with them.
If the queen is failing the bees will know and take care of it.

Scott, If you can't take them a couple of miles away for about a week, just move them. The field bees will work their way into other colonies.

It is the California Buckeye that is the problem for bees. I have them all around me and they are only a problem during a dearth.

They do not affect other bees just the honeybee.
