    you have probably identified your problem, they either swarmed or the queen died, and they went into winter with a small cluster, were unable to maintain enough heat with the small amount of bees...

    only time I have ever seen the bottom box empty was 2013 when we had no golden rod flow, bottom box always has extra pollen, makes for more bees in the spring.

    you use it to make nucs, if need bee and you want to remove the overhead barrier you move it to the sides of the two lower boxes, the bees will do this any way so you save them some work. all or...
