The queen in the weak hive can't be a good layer if there's no room for her to lay. And this is the problem. No comb drawing out.

They are still in one super with probably 1/2 of those with wax on them. I have "relocated" some eggs from the good hive to the bad.

Duragilt foundation - has a wax coating.

I have not fed the good hive and the bees and coming and going nicely.

The bad hive looks like perhaps 1-2 bees every 15 seconds leaving.

Hey, wait a sec. The process of dumping the bees and letting the bees find their way back doesn't let the nurse bees come back ? What about the drones ? That would mean anyone except the foragers...

The queen cell is located hanging off the bottom of a foundation. Sealed over, shaped large enough for a queen to be in there. Shaped like a long fez (the hat). Any more characteristics ?
