I'm guessing there is a problem with the queen. As others have stated, she may be dead, injured or MIA and the cut-out bees don't want to be in a hive that is not queen right. Is the other hive...

These are newly packaged bees. My plan was to feed them until they moe or less built out 3 (8f med) brood chambers. Once the honey supers go on...the feeding stops.
