Matt, your bees will be fine. Good sign that they were drinking earlier during warmer temperatures. Their sudden cold weather behavior is nothing to worry about - they know how to take care of...
Your bees are probably ok. Wait till warmer weather tomorrow and then install them. A light coat of 'dead' bees is almost normal given temperature difficulties they might have endured on the trip....
