try Dale Rose at Rose honey bee farm in Morgantown,Ky. Just picked up 3 nucs last week. they look good. has excellent nuc boxes to use for many years.
i don't know if it really makes any difference or not, but i was taught to put the new super under the drawn one. i'm sure both way's work fine.
