    Sounds like they could be cranky due to dearth. Not enough food source to keep them reproducing and busy and they are on the defensive.

    I just checked my local tempature for the last two months and our highs never went above the low 40's. My hives look horrible from cleansing flight but I would not say it is Nosema.

    Go to the casino and get all the free decks of used card you can carry. Making them weather proof, I would not bother, but you can try silicon spray like camp dry.

    There should be bee's in the hive to do the job. Just get a new queen or a frame of eggs from another hive. A new queen will produce quicker, but a frame of eggs will be cheaper.
