    In the winter time the cooler air won't hold as much moisture so the bees can't evaporate the water out of the sugar water.
    I would recommend putting a sheet of news paper directly over the brood...

    I would put a solid bottom board under that hive, reduce it to one super, inner cover
    and close the entrance to allow one or two bees at a time to enter.

    If you think the hive is queenless add a frame of mixed brood eggs larva and capped cell once a week for three weeks.
    You can do no harm if there is no queen they will raise one if there is a queen...
