It's just a piece of plastic with a brick on it. Water doesn't seem to pool up on top, though it does get stuck in the 'flutes' (it's corrugated plastic, like cardboard). Doesn't really hurt anything...

Before using chloramine treated water in an aquarium, it is treated using AmQuel or other products designed to neutralize it....
