The shelf life of MAQS are only a couple of months so it's possible that being stored that long in the tub caused the paper to dissolve. It's anyone's guess on how effective your application will be...

I would start another nuc with the old queen and leave the queen cell in the original nuc. For some reason, packages sometimes don't like the queen they were matched up with.
We get several every once in a while here in SF. No major infestations however.
