I always use 3/4 plywood. I like the extra weight with 3/4 plywood.

I can second Charlie's observation regarding a few weeks of no brood in late to mid summer.
I have few hives that were brood-less in mid to late summer. All these hives doing very very well, now....
Her you can find a very simple to make jig to assemble frames.
It took me 30 min to build and it is very useful. If you want you can change the design a little
so that you
can build more frames...
And don't forget whether there is honey in the comb or not. I would guess honey has a higher thermal conductivity then wax and plastic.
The risk of swarming is fairly low in September. I would be not concerned about swarming.
I don't have any experience in regard of fall splitting. If you have a new queen available it should work....
Here in Pacifica, I have year around brood in the hives.
May be in December there is a short time without brood.
So I am not 100% sure.
I usually don't open the hives in December due to colder...

I do the same, I just put a coat of cooked Linseed oil on it to get a little protection.
Don't paint the inside the bees will kind of paint it.

So far all my six hives still alive here at the bay area coast. I have one hive, which seems to have problems because
I several dead bees in front of it. The other hives do not have this many...
Well, here in Pacifica the Eucalyptus is just blooming a little, only a few trees. I am surrounded by these trees.
It is usually a little cooler at the coast so it maybe starts a little later.
But...
It could be that the eggs got chilled and then the bees were removing them and
some just fell down through the SBB on the tray.

I would combine this weak hive with one of your strong hives.
I think you can not do so much during this time of year, particularly if
the hive is queen-less. Not so much drones around in late...
I don't cover the hole in the inner cover with hardware cloth but I build a mason jar 'holders'. This holders are a small plywood pieces with 2 to 4 3 1/4" holes in it which I have cover with #8...
Leave them alone until Spring and get them out on nice warm day.
Regarding feeding, well if you are able to put some syrup close to the
comb and cluster then do it.
