Hard to say from just a couple of pictures.
You say you've had to move them due to robbing. Have you considered reducing the entrance to a more defensible size?
I had it reduced with one of them little boards but they had to make a queen and she has to go out an mate if they did make one, so that is why I reopened it back up. I also brought the top box down with me last night, it has LOTS of Brood, eggs, bees and other food just in case the others did not make a new queen maby the older ones will. This evening I took them some of the wax and cappings from straining honey I brought back with me just so they don't run out.
A virgin queen will use the entrance however reduced; go ahead and reduce to a one-bee opening (or the smallest one). If there's eggs and brood they're fine. Let them rock and roll a bit and see where they are in a month.
