I have two swarms i got from my hives on 4/17 and 4/19.They were both small with virgin queens. Now one is queenless no eggs or brood.the other is doing good. I want to join the two with the newspapaer between. What is best the queenless hive on top or bottom? And witch hive stand do i leave them on. I plan on doing this in the evening when the bees are mostly all there.any help here would be great.thanks
This is my 4th season haveing bees.

I'd put them on the strong one, so you'll lose the least bees to drifting. Out of lazyness I'd put the weak one on top. I wouldn't worry about which one is queenless, just which one is more populated and that's mostly because of where to locate the resulting hive.
