Watery honey in frames causing mold?

I had some frames I had to pull last week due to mold. I replaced them with some drawn comb, the hive has fairly low numbers, around two-three frames of bees.

The honey was molding in the individual cells, and some of the pollen cells were molding. I scraped some of the uncapped syrup/comb off, and instead of honey there it was like yellow water. Not quite the consistency of water, but nowhere near as thick as honey or even sugar syrup. Anyone know what this is or what causes it? I fed the bees 2:1 sugar syrup at the end of the season last year, but it wasn't this "watery". I can tilt these frames on a corner and the stuff just runs out like a very thin pancake syrup with a yellow tint.

It sounds like nectar which is thinner that 1:1 syrup.
How much air flow is there in the hive.
How much rain have you had there in GA?
Try to keep them safe from robbing and still increase the air in the hive.
If you have another hive consider transfering a frame of bees with capped brood. Don't move the queen!
