WHEN DO I ADD 2nd DEEP??? (All 10 Frames Are Drawn Out)

I know the rule of thumb is when you insert a new package into a new hive, when 75% of the frames are drawn out (no loaded with pollen/honey - just drawn out) it's time to add a 2.d floor.....

However....

I have a hive that died out last year and then my other hives robbed it clean. However, I have 2 Deeps all drawn out.

I installed my new package in 1 of the Deeps that are all drawn out. They have been in there about 2 weeks now. Since all 10 frames are completely drawn out already (prior to inserting the bees), when do I actually add a 2nd floor?

Thanks!

until the new bees hatch their numbers will decrease however a hive can make a lot of honey with not much brood to take care of. when you take off the cover and there are bees all across the top is a good indicator. after a week or two your new bees will start to hatch and they will start to explode in numbers.
