Bees will not take sugar water

Have to hives and both seem to have alot of bees but the one hive that has quite adequate supply of stored honey will hardly touch the 2/1 sugar water. A month ago I had alot of dead bees in front of this hive but not many since.The bees that remain seem okay.The other hive takes a gallon every 4-5 days.

The other hive seems to have adequate honey stores. Not to be alarmed about this. Mine do the same. One week it's untouched, the next they'll eat me out of house and home.
