I had a swarm on 28 Aug. I cought a swarm today in my neighbors tree.My ? could this be the swarm I had on the 28? my other 7 hives don't seem to be short of any bees. Can I remove queen from swarm and combine with hive that swarmed on 28?

It could be, or could be from other hives in the area

Yes, you could. Is there a queen in the hive? Are there queen cells not emerged yet? Or are there cells emerged? All these answers might point you to a decision on what to do... kill swarm queen? keep swarm queen and kill queen cells? keep the swarm queen and just combine the way they are?

The hive that swarmed,queen hatched today. :scratch: Try a combine with both queens.

After both queens are laying with sealed brood, you could do a newspaper combine without pinching any queens. This time of year, sometimes they'll keep both queens going for at least a little while and if they don't, then they'll choose one to take queenship of the hive and the other will be disposed of.
