Yellow Jackets! evil little buggers that give honey bees a bad name. They are collecting sugars to raise their young this time of year. Much more aggresive than honey bees. They like your beer, soda and garbage. They build grey-paper comb and home. Kill them!

They can be difficult to kill in the walls, cold weather will kill them off and they can then seal the hole before spring. DO NOT seal the hole until winter.

Might be a Europen import wasp that looks like a yell. jacket except that they are twice the size and have different black markings on the abdomen. Difficult to judge size without a reference. Had only one encounter, but they were less agressive than our native YJ and built an enclosed paper nest like hornets.
Someone with more time and talent in the search features of this medium might run that to ground.

Yellow Jackets! As Jesse said they are mean and will ruin any picnic. Too many people think they are honey bees unfortunately.
