pulling super foundation?

Two new hives this year, full brood chambers, bees aren't pulling any foundation in their supers, honey flow is over "per say" this year.
I would like to have pulled frames ready for next years honey flow
Does this idea work?-
Top feeder placed over empty super, feed syrup, hoping they pull super frames and store syrup in it, leave super on over winter for them to use.
Empty supers available for them early next spring.

It's worth a try be sure they don't waste stores on wax and starve out. They will not break the cluster to reach honey that is 6 inches away during cold days.
