Mick,
There are sprays and powders that should not be harmful to bees. Make sure you look for a label that states the product is not harmful to pollentators. When I have to spray as a last resort, I spray at night when the bees are not active, decreasing any risks to the bees even though the product I use is not supposed to harm them. In my yard I will only use two products: first is made by Safer brand-I believe it's called 3 way or something like that, the other is BT (short for Bacillus thurengensis) which I will use if I absolutely cannot control catepillars.
Also consider why you are needing to treat for pests. Are there other things you can do that would decrease your pest load? Your local extension office can help you with these issues. Some types of pests like leafminer, although unsightly don't actually cause many problems...others do need intervention.

Just don't anything on the plants while they are in bloom.
