confused about comb

First year bee keeper. Two hives. In both hives the bees have been drawing out the comb but on a few frames the comb is not attached to the frame, there is a space between the comb and the frame where bee move around. Also the queen seems to have no interest in this wierd comb. What is it and why are the bees building it in this way?

I'm not sure I know what you mean about the comb not being attached to the frame. Did you use full sheets of foundation, starter strips, or foundationless? Is it only attached to the top bar but not the sides and bottom bar? What is the comb attached to if it's not attached to the frame?
