hive check

So I checked the hive this evening. Everything seems okay, but I noticed two things.
There were several hundred bees on frames between just under the inner cover...is this normal?

Also there are very few bees in the lower super. Should I move the lower super to the top so all the bees are in the lower super?

Yep, I'd reverse the boxes. It could also be they are defending against hive beetles at the top? I read a post by another showing that hive beetles come in thru the top inner cover hole, but I've not experience with this myself.
