First year

One of my hives started from a package has managed to draw out 8 frames in my medium super I put on. Only 5 frames are loaded with honey, and none of it capped. I am curious, when do I add the second super. I have heard when 7 frames are drawn, but is that true with honey supers?

Depends how often you can check on your hive and what kind of a flow is on. If it is a strong hive and a good flow is on they will fill those remaining frames up quick. If you can't check on them often, then slap on a second super. It won't hurt them and gives them room to expand. Place a few frames of the filled frames in the empty to help them work those also. A good flow will get them working both.

wait untill you have 8 frames completely drawn, then add super. Just keep an eye on them.;)

I usually add them in the spring, two or three to start out. When they start the next super, I add another one.
