What is the best time(month/around date) to move a bee box, and how is the best way you guys recommend moving a bee box?

I assume you mean relocating a hive? I think it would be best before they start flying in the spring... everyone is home, and less likely to get lost. Less likely to come out if it's chilly. This is assuming you move the whole thing closed up and do not have to break it open to move it.
